GCCBTI attends the Gingoog City Solid Waste Management Board Meeting Q4-2024


 



 

The 4th Quarter Solid Waste Management (SWM) Board Meeting held last November 29, 2024 started around 3PM as soon as majority of the Board Members and representatives were gathered.


It was presided by Hon. Roy E. Aniscal, City Councilor, Chairman of the SWM Board. The meeting commenced with an Opening Prayer, followed by the presentation of Agenda 1 and 2 by Engr. John Keno T. Ong, Supervising EMS of Environment Management Division, CENRMO. Agendas 3 and 4 were discussed thereafter.

 


Agendas 1 and 2 were a presentation of the Status of Operation of the Sanitary Landfill and Eco-Center in Kibalisa, Brgy. San Juan, Gingoog City. Engr. Ong’s presentation of data and imagery were as follows:

 

  • 1 Unit 65,000-ton capacity Waste Emplacement Cell (WEC) is continuously operational; estimated volume of waste in the WEC is 445 tons of residual waste;

  • Leachate Collection Pond/Lagoon is operational;

  • Treatment Facility Systems are not yet completed;

  • Central Material Recovery Facility is under renovation;

  • Waste Sorting Facility is operational;

  • Butterfly Sanctuary was built as an indicator that there are no toxic gaseous residue;

  • Construction of concrete fence is ongoing;

 


Agenda 3 is about the letter request of J. Rama Realty Development, requesting for relocation of the sanitary landfill as their company will be developing a subdivision (with commerce) community in 3 years’ time.


In his letter he stated several factors to justify their request, including employment, commerce, health issues, and aesthetics.


Ms. Marlene V. Fuentes, CENRO Department Head, said that this letter was forwarded to their office last October 23, 2023 for appropriate action.

She wanted to present the letter to the SWM Board for consultation to gather more insight before acting.


Ms. Iris Carcido-Awiten, representative of Gingoog City Chamber of Business Trade, Inc. (GCCBTI), contested in favor of the LGU, stating that the developer emphasized their justification in accord with their company’s interest.


The current residents near the Sanitary Landfill should have been at least the ones to file a petition against the landfill if there were health issues and other negative impact.


Mr. Michael Malimas, representative of Wilmar Oil Mills, seconded this statement stating that the residents are still currently residing near the area.


He added up that the developer’s lot is not too near to the landfill to declare their stated issues.


Besides, the funds invested into the projects and programs for the Sanitary Land Fill should also be considered.


Ms. Carcido added that an inspection should be conducted, and a response letter should be prepared, stating the inspection results and all the factors presented by the Board Members.


Hon. Aniscal called for a move to prepare a resolution regarding the discussed matter in response to the request, in favor of the LGU of Gingoog City Sanitary Landfill at Brgy. San Juan.

 


Agenda 4 is on other concerns and SWM related matters. Mr. Dino V. Bitancor, Metro Aide II of SWM Division, CENRMO, reported that barangay evaluation was already conducted.


By December 2, 2024, DepEd Division of Gingoog City will award the Eco-Friendly Schools winners.


It was also discussed that the Material Recovery Facility (MRF) will need additional fundings, approximately 3 million pesos, for repair and maintenance. It was moved to be presented and requested from our City Mayor, Erick G. Canosa.

 

The meeting was adjourned at 4:10PM.
